End-User Licence Agreement (EULA)

1. Introduction

This End-User Licence Agreement ("Agreement") is a legal contract between you ("User") and Cathal Cullinane ("Licensor") governing your use of the software application WhosConnected ("Software"). By installing, copying, or using the Software, you agree to be bound by the terms of this Agreement. If you do not agree, do not install or use the Software.

2. Grant of Licence

Upon purchase, the Licensor grants you a non-exclusive, non-transferable, perpetual licence to install and use one copy of the Software on a single Windows device owned or controlled by you. This licence is for personal or internal business use only.

3. Licence Restrictions

You may not:

  • Modify, reverse engineer, decompile, or disassemble the Software
  • Rent, lease, lend, sell, sublicense, or distribute the Software or licence key
  • Circumvent or attempt to bypass licence enforcement or activation mechanisms
  • Use the Software to develop competing products
  • Share your licence key publicly or with third parties

Any breach of these restrictions will result in immediate termination of this Agreement.

4. Ownership and Intellectual Property

The Software is licensed, not sold. All rights, title, and interest in the Software, including all intellectual property rights, remain the exclusive property of Cathal Cullinane. Nothing in this Agreement grants you ownership of the Software or its components.

5. Updates and Support

The Licensor may provide updates, bug fixes, or improvements at their discretion. Nothing in this Agreement obligates the Licensor to provide ongoing support, updates, or feature enhancements.

6. Data Protection & Privacy (GDPR)

The Software may process limited technical data necessary for functionality, licensing, or activation. Any personal data collected is handled in accordance with the EU General Data Protection Regulation (GDPR) and the Privacy Policy below. The Software does not collect unnecessary personal data or transmit data without user consent.

7. Termination

This Agreement is effective until terminated. The Licensor may terminate this Agreement immediately if you breach any term of this Agreement, attempt to bypass licensing or activation, or engage in unauthorised distribution. Upon termination, you must uninstall and delete all copies of the Software.

8. Disclaimer of Warranties

THE SOFTWARE IS PROVIDED "AS IS" WITHOUT WARRANTIES OF ANY KIND, EXPRESS OR IMPLIED, INCLUDING BUT NOT LIMITED TO FITNESS FOR A PARTICULAR PURPOSE, MERCHANTABILITY, NON-INFRINGEMENT, OR ACCURACY. YOU USE THE SOFTWARE AT YOUR OWN RISK.

9. Limitation of Liability

To the maximum extent permitted by Irish law, the Licensor is not liable for any indirect, incidental, special, or consequential damages, including loss of data, profits, or business interruption. The Licensor's total liability shall not exceed the amount paid for the Software.

10. Refund Policy (EU Digital Goods)

Under EU law, digital goods are non-refundable once downloaded or activated, unless the product is defective or fails to perform as described. By purchasing and downloading the Software, you acknowledge that you waive your right of withdrawal once download or activation begins.

11. Governing Law

This Agreement is governed by and interpreted in accordance with the laws of Ireland. Any disputes shall be resolved exclusively in the courts of Ireland.

12. Entire Agreement

This Agreement constitutes the entire agreement between you and the Licensor regarding the Software and supersedes all prior understandings or communications.

Disclaimer

Applies to all versions of WhosConnected.

WhosConnected is a passive network diagnostic tool. It reads active TCP/IP connection data that the Windows operating system already exposes to processes running on the machine. It does not intercept, decrypt, modify, or transmit the content of any network traffic.

What the software does and does not do

  • Does: display active TCP connections originating from the machine it is installed on, perform local network device discovery via ICMP ping and ARP, capture raw packets to a local file using the Windows pktmon utility (with Administrator privileges), and show approximate geo-location for remote IP addresses.
  • Does not: capture traffic from other machines on the network, bypass any firewall or encryption, store or upload your traffic data, or provide access to data you would not otherwise have access to.

Geo-location accuracy

IP geo-location data is sourced from third-party databases and is approximate. Accuracy typically ranges from country level (reliable) to city level (may be 50–200 miles inaccurate). Do not rely on this data for security decisions.

No liability for decisions made

The developer is not liable for any network configuration, security, or business decisions made based on information displayed in this application. All data is provided for informational purposes only.

Lawful use

This software must only be used on networks you own or have explicit written authorisation to monitor. The developer accepts no liability for use of this software in breach of applicable law. Users are solely responsible for ensuring their use complies with local, national, and international law.

Privacy Policy

The short version: WhosConnected runs entirely on your computer. The network and packet data it analyses never leaves your machine. The only information sent over the internet is what is strictly required to activate and validate your licence, download the offline geolocation database, and show your own approximate location on the map. We use no analytics, advertising, tracking, or telemetry.

1. Data processed entirely on your device (never transmitted)

The core function of WhosConnected is to read information Windows already holds about your own active network connections and display it to you. This includes the remote IP addresses, ports and states of connections made by your computer; the names and process IDs of the applications making them; the approximate location of remote IPs (resolved offline); local network device information; and any packet capture (.pcapng) files you choose to record. This information is processed locally and is never uploaded, transmitted, or shared. WhosConnected does not read, intercept, or transmit the contents of your network traffic.

2. Licence activation and validation

WhosConnected is sold and licensed through Lemon Squeezy, which acts as our Merchant of Record. To activate and periodically validate your licence, the software sends your licence key and a machine identifier (the Windows MachineGuid value, used to bind your licence to your device) to Lemon Squeezy's licensing API. When you purchase, your name, email, and payment information are collected and processed directly by Lemon Squeezy on their checkout — the software never sees or stores your payment card details.

3. Offline geolocation database

To show the approximate country and city of the IP addresses you connect to, WhosConnected uses the DB-IP Lite database, which runs entirely offline. On first run (and occasionally when updating), it downloads this database from db-ip.com; as with any download, DB-IP's servers see your IP address as part of that request. No other information is sent, and all subsequent lookups happen locally.

4. Showing your own location

To centre the map on your location, the software makes a single request to ipify (api.ipify.org), which returns your computer's public IP address. ipify necessarily receives your IP in order to respond. The IP is then resolved to an approximate location using the offline database above.

5. Optional features that make network requests

  • Internet speed test — only when you start it; measured via Cloudflare's speed-test endpoint.
  • Router integration — only when you enable it and enter your router credentials; communicates with your own router on your local network. Router credentials are used locally and are not sent to us.

6. Information stored on your device

Your licence key, licence instance ID, and install date are stored in %USERPROFILE%\.whosconnected\licence.json; the offline geolocation databases in %USERPROFILE%\.whosconnected\geoip\; and any capture files in the location you choose. You can delete any of these at any time; uninstalling and removing the .whosconnected folder clears all locally stored data.

7. Legal bases (GDPR)

  • Performance of a contract — activating and validating the licence you purchased.
  • Legitimate interests — providing core functionality and protecting licensing from abuse.
  • Consent — optional features run only when you choose to use them.

8. Third parties & international transfers

  • Lemon Squeezy — purchase & licence management. Privacy policy →

  • Cloudflare — website hosting/DNS and the optional speed test. Privacy policy →

Some of these providers may process data on servers outside the European Economic Area, relying on appropriate safeguards (such as Standard Contractual Clauses) under their own policies.

9. Data retention

Information stored on your device remains until you delete it. Purchase and licence records held by Lemon Squeezy are retained in line with their policy and legal obligations such as tax record-keeping (typically 7 years under Irish law). Records required for legal compliance cannot be deleted before their retention period expires.

10. Your rights (GDPR)

You have the right to access, rectify, erase, restrict, port, or object to the processing of your personal data. Because almost all data processed by the software stays on your own device, you are already in direct control of it. To exercise any right, contact privacy@whos-connected.com. If you believe your rights have been breached, you may lodge a complaint with the Irish Data Protection Commission (dataprotection.ie) or your local supervisory authority.

11. Cookies

This website does not use tracking cookies or analytics. Cloudflare may set a technical cookie for security purposes.

12. Children

WhosConnected is not directed at children and is not intended for use by anyone under 16.

Responsible Use

WhosConnected is designed for legitimate network administration, security awareness, and home network management. The following uses are not permitted and are the sole responsibility of the user:

  • Monitoring network traffic on networks you do not own or do not have explicit authorisation to monitor
  • Using packet capture features to intercept communications of third parties without their consent
  • Any use that violates the Computer Misuse Act, EU NIS Directive, GDPR, or equivalent legislation in your jurisdiction
  • Using data obtained from this software to harass, stalk, or harm any individual or organisation

Misuse of network monitoring tools may constitute a criminal offence under Irish law (Criminal Damage Act 1991, as amended) and equivalent laws in other jurisdictions. The developer expressly disclaims all liability for any unlawful use of this software. By downloading and using WhosConnected you confirm that you will use it only on networks and systems you are authorised to monitor.
